New ISP rules for Wi-Fi hotspots
In accordance with regulations stipulated by Digital Economic Bill, Wi-Fi providers, such as cafes, hotels, universities, and libraries may have to register as internet service providers, according to recent reports. This will inevitably add to their operating costs, and will hold them responsible for monitoring their networks for illegal file sharing.
Business Minister Lord Young, in response to questions from the House of Lords where the bill is being reviewed, released a statement claiming it was “critical” for the Bill to determine whether these hotspots are ISP providers or simply subscribers. If they are to be defined as ISPs, they must comply with ISP regulations; however, if they are to be considered subscribers, they would have to act in accordance with their ISP providers. The importance of this issue is based on accountability.
In an official statement, Lord Young wrote: “Our intention is that the code should require ISPs to provide generic advice and information on how to tackle (copyright) infringement as well as how to protect a wireless connection/network, and that such advice is appropriate for the type of establishment in question.”
Criticism of this issue is considered quite high, with many nay-sayers believing the burden will be shouldered on the wrong individuals.
